Hmm, a relatively weak race to start with, though you can gain Pl through training and fighting, like all other races. Most humans cannot fly or master the technique of 'chi', but only because they dont know how. These Humans are particularly weak, but if you become a human, you would start with a larger Pl by far than an average Human, and will be able to master the ability to fly and use ki. The advantage to having such a small Pl, is that you can easily hide it, to stay away from attackers.
